More Than 99,000 Illegal Cigarettes Seized Near CornwallAn Ottawa-area man was found with 99,400 contraband cigarettes in his vehicle.An Ottawa-area man was found with 99,400 contraband cigarettes in his vehicle when pulled over by the OPP during a surveillance operation. On October 21, 2006, Canada Border Services Agency officers observed a green Malibu, with an obviously heavy load in the trunk, driving in an area known for illegal tobacco. Surveillance continued until the RCMP requested the vehicle be pulled over. An OPP constable stopped the car and searched the trunk, finding the contraband cigarettes. The RCMP officers seized the tobacco and arrested the driver, Richard M. Foster of Sarsfield. On September 10, 2007, Foster was convicted under the Tobacco Tax Act of possessing unmarked cigarettes for the purpose of sale. He was also convicted under the Excise Act 2001 of possessing a tobacco product that was not properly stamped. Foster was fined $17,000 under the Excise Act, 2001 and $15,000 under the Tobacco Tax Act. He must also pay a surcharge of $3,750 to the Ontario's Victims' Justice Fund. Other News
